Political leadership is a key factor in ensuring a more effetive and efficient public sector. Leadership is based on an individualistic approach. Leaders can only function if they are accepted by the team they lead. The traditional culture of public administration , characterised by hiearcahy, conservatism undermines leadership. Leadership based on such values cannot command broad based support.
Councils of small municipalities face the challenge accessing systems implementation with limited human and financial resources. Basicaly, councils lack the technical infrastructure needed to drive change. Council workers due to fear of change oftem resist change. Involvement of political leaders in small municipalities is therefore vital it town councils are to enter digital village.
